Osun REC Admits Politicians, INEC Staff Bypassed BVAS by meglith1: 9:22am On Feb 02, 2023
The Resident Electoral Commissioner of the Independent National Electoral Commission in Osun State, Dr Mutiu Agboke, has said Bimodal Voter Accreditation System did not allow over-voting during the last governorship election in the state.

Agboke, who spoke at the palace of Oluwo of Iwo, Oba Abdulrosheed Akanbi, during a visit to the royal father on Tuesday, also said the judgment of the Election Petition Tribunal which annulled the outcome of the July 16 poll in the state, exposed how over voting can occur.

The REC, in a video clip of the speech he made at the palace of Oluwo, obtained in Osogbo on Wednesday also said some politicians in connivance with INEC staff members may have deliberately bypassed BVAS during the polls.

He said, “It was BVAS that helped INEC to expose those who carried out over-voting on election day. So it was not the BVAS that created the problem, that should be corrected. Based on that ruling, we have identified some inadequacies from the politicians, voters, our staff and our responsibility is to ensure that we cover all these gaps so that the votes of the Osun people can speak for themselves

“Politicians in connivance with our staff members deliberately bypassed the BVAS. It was this BVAS that exposed over-voting during the Osun election. So with this judgment of the tribunal, we have known how over-voting can happen. We are going to beam our searchlight on those staff members and I can assure you that all of us should own the process together. This is the way we can correct these anomalies.”

Speaking in a similar vein during a stakeholders’ meeting held with chairmen of political parties in Osun State at the INEC state office in Osogbo on Wednesday, Agboke said once BVAS was not used and a vote was cast, over-voting would occur.

“So I want to tell Osun people that the issue of over-voting was not orchestrated by BVAS. We did not use BVAS to vote or cast our ballot. Our ballot was manual voting; over-voting was caused by fraudulent people that came to vote on election day. They are criminally minded.

“Let us stop all these blame games on INEC, let us open our eyes very well on the election. Watch out for our staff who may want to connive with politicians. We must all own the process together.”

Saying all these to make the electorate lose interest in the forthcoming election.
This is a precursor to protest by APC.

So, the election was not credible.

If INEC REC is making such statements, Adeleke shouldn't bother going to the appeal court

THE IGNORANCE OF THE WORKINGS OF BVAS IN OUR ELECTION AS RELATED TO RESULTS TRANSMISSION TO INEC SERVER AND THE REPORTAGE BY THE SERVER.

1. Inec put maximum of 500 to 750 registered voters per polling unit, thus the BVAS were programmed like that.

2. However, there are several polling units with over 1200 registered voters.

3. In such polling units as in (2) above will use minimum of two BVAS on election day for the purpose of election in the affected polling units.

4. At the end of the election, the votes are counted together regardless of the number of BVAS used for the election. The results are then filled into INEC form EC8A and same is then sent to INEC server via the BVAS. This is where the challenge is, remember each BVAS machine does *NOT* contain total number of accredited voters, infact, each BVAS will make the result "seemly" over voting until all the BVAS(s) used in such polling units *SYNCHRONISED*

5. In this context synchronisation means that all data on each of the BVAS machine has been processed together in the server such that all the data added up to form a single data. However, this takes time and depends on many factors such as data size, network of service provider, memory of server and processor, internal working of various diodes, resistors etc.

6. Practical examples of (5) above is when salaries of say police is made through a bank, it is programmed as a single schedule in the bank and paid by the push of a single button "pay" or "approved" but in reality the police officers will get their payment alert at different times across days sometimes weeks. If anyone print the statement of account of the while payment is ongoing the person will have different statements until the payment is completed, that's when system has completed synchronisation.
Another example is that we get many alert balance of account that is incorrect, infact sometimes the gives two different balance in a single text message -
i. Current bal. X
ii. Available bal. Y

7. This was what happened in the case under review, the APC fraudulently got a report from the server while synchronisation is ongoing while the PDP got another report from the same server after more data has synchronised.

8. The above explanation is not known to many people and that may include the judges of the tribunal and future judges at the appeal court and supreme court. *THIS IS VERY IMPORTANT TO NOTE*

9. We need to make this known to the entire public through public advocacy using NGOs NOT LAWYERS. Infact we need to stage INEC ICT Director in an interactive discussion in disguised voter education programme organised by our NGO people.

10. This must be done in national TVs such everybody including would be judges would have understood the whole idea before the appellate courts judgement.

Sincerely my brother, he is one of the Greatest Smartest African Politician, even though he is not perfect just as nobody is Perfect. Every deep thinking Nigerian knows that Tinubu is truly a Gift to Indigenous Nigerians. Look at how they frantically fought him Tooth and Nail with Federal Might to put Fulani Presidential Candidate for APC. Even I myself still don't understand how Tinubu Successfully outwit and Triumph over their Satanic gangups. Now that Election has come, they can't hide their true colour as Enemy of Indigenous Nigerians any more.

Usesless country, can't get a single thing right just for once.

If a state Election can be this massively rigged then what will happen to a federal election with more population and logistics

We are not ready in this shithole

All this is story. Bypass how and when?

So INEC announced results without checking all necessary details even with BVAS?

modified:
I thought it was an official statement. This is a personal opinion and beer parlour gist. Name the officials involved in such.

Note u cannot bypass BVAS withoutINEC knowing immediately to dectect and have elections redone. it is impossible.

Thinking INEC has found a solution to the problem.

Trust APC to add this as their plan B
