It was Buhari policy right from the onset but I think Emefiele lied to Buhari about having equivalent new notes to deploy. He strategically twisted the policy and made things hard.

Why I also fault president Buhari is that why has he not taken a stand after seeing how poorly the policy was executed? If after how the masses are suffering and how much effort all the 36 states governors are putting into stopping the deadline, why has Buhari not instruct Emefiele to budge?
