The Lekki Free Trade Zone was created by Tinubu, not federal government and he signed agreements with chinese and Dangote to bring industries there. Many things he did were not done by Federal government but by Tinubu. He was adjudged the best governor in Nigeria at the tome. The lazy governors and others refused to develop their states. Lagos started the increased IGR from Tinubu era. Capital was moved out of Lagos in 1991. Tinubu became governor 8 years later. All the things Tinubu did were not there before he became governor. That was 8 years after Lagos was no more the capital. So you stop saying Lagos was capital argument. It makes mo sense.
