American intelligence in its annual threat assessment report called the Russian nuclear arsenal the most powerful in the world and emphasized that it continues to improve, while expanding the range of non-strategic strike systems.

"Russia retains the largest and most powerful stockpile of nuclear weapons, continues to expand and modernize its capabilities in the field of nuclear weapons," the document says.

According to intelligence estimates, Russia is improving long-range nuclear missiles and underwater "delivery systems", expanding and modernizing "an extensive, diverse and modern line of non-strategic systems" capable of carrying both nuclear and conventional warheads.

You can't make this stuff up. The US govt was trying to share evidence of Russia's alleged "atrocities" with the ICC, but the Pentagon blocked them because US military commanders apparently feared it could lead to the ICC prosecuting the US for its own war crimes.
