If Buhari kenw everyone was afraid, why coildnt he be stricter with anti corruption laws?

Buhari iust lacks strategy, he doesn't have intellectual people working for him once ABBA kyari dies, everything further fell apart. It was ABBA iyari that could control aisha and other scavengers. If ABBA iyari was alive it would be hard for Tinubu to win.
