TeamApt owns MoniePoint, not Rolez. TeamApt is duly licenced by the CBN. Check Licensed Payments Service Providers on CBN website.

I think the headline is confusing, CBN licensed 17 new fintech banks, it is not that these are the only existing licensed fintech bank.
Not all are new; the list is not necessarily exhaustive. I see more licensed operators at CBN website
