All system of governments are actually the same with respect to selection or election of leaders. In monarchy, there are kingmakers, high priest and the community. Kingmakers and high priest are from specific households in the community. They are noble. They decide who become kings. In democracy, head of electoral body is high priest while king makers are retuning officers in each state or LG. Returning officers are usually academicians in university community. Returning officers and head of electoral body are kingmakers.
Nothing has really changed.
