That is pre election matter. Only labour party contestants can take that to court

Yes it's a pre election issue and no court of law would sit or grant hearing on that.

That said, Peter obi filed something related to that via double nomination of Shettima.
I guess the Tribunal would throw it away too

This has long been settled by Appeal court and Obi won. Regardless, it's an intra party affair which APC has no right to. Even if what you posted is the case the penalty is a fine of 7m max by same law you are referencing
