Most Bible readers thought it's speaking about individuals but in reality this place is talking about mankind in general, this system of government will be imposed by the powers that be and any nation resisting will find it difficult to trade. Saudi Arabia is a religious nation like Rome so they can continue with their system since it's monarchy from inception but North Korea is having serious issues with the Western World.
