Whichever way, it's obvious Dangote couldn't do the refinery from his savings & assets.
He got loans massively from commercial banks & CBN. Meaning if this biz fail, the economy fails.
I'll only salute him for taking the bold step in daring to create the refinery cos it's long overdue for Nigeria to have a private one.

Except CBN is Dangote's private bank, it makes no sense. Same way regular citizens have dollar account and keep their forex there is how Dangote has his. Something is fishy if the OP is true.

It's called leveraging... Dangote leverage his networth to get loan from local banks , CBN made the loan available in Dollars.. what he makes from Cement and other ventures can't execute the refinery contract fast enough

You don’t seam to understand that business owners like Dangote generate a bulk of forex that cbn rely on to keep naira afloat against other currencies through export.
