MORE than 52,000 top indigenes have been enumerated for the Ekiti State Social Security Scheme billed to take off before the end of this year.

Meanwhile, Governor Kayode Fayemi has charged the enumerators to ascertain the profession and economic status of the children of the proposed beneficiaries of the scheme towards ensuring that elderly people from poor homes benefit more.

Fayemi exempted his aged mother from the scheme to underscore his point that the elderly indigenes that have well to do children should not be part of the scheme.

The governor who visited the office of the Social Security Scheme yesterday, in company of the Commissioner for Information and Civic Orientation, Mr Funminiyi Afuye and the Commisioner for Employment, Labour and Human Capital Development, Mrs Funke Fadugba, was conducted round the office by the Chairman of the Technical Sub-Committee and Permanent Secretary of the Ministry of Information and Civic Orientation, Mr. Foluso Daramola where the staff were seen busy capturing the data collected from the field by the enumerators.

Daramola told the governor that field enumerators comprising members of the State Volunteer Corps were sent out to the various communities to come up with accurate data on the senior citizens in the state.

He explained that the questionnaire designed for the programme was to capture the personal data of the would-be beneficiaries and to enable his team identify indigent elders among those enumerated.

But the governor pointed out a loophole in the exercise which he urged the technical team to look into, noting that the data collected by the enumerators did not disclose the profession of the children of the would-be beneficiaries.

He said it was the tradition of an average Ekiti man to take care of their elderly ones, adding that if the jobs of the children of the would-be beneficiaries were disclosed, it would be easier for the committee to decide whether a beneficiary was indigent or not.

He cited his mother as an example, pointing out that it would be wrong for his mother to be included in the scheme meant for the indigent.

Very intelligent and yet simple. Good question

I suspect the IGR ekiti gets is from agriculture, Institutions, Professionals and tourism

Also some revenue from Ekiti, Osun, Ogun, Ondo and Oyo are gotten from Lagos

Although not all the money is shared equally but some of the revenues from lagos are given to them

I like Fayemi, but he has this socialist/welfarist side that worries me a bit.

It isn't enough to announce programs w/o talking about funding for it.

Otherwise you'll one day end up like the FG of Nigeria, spending 70%+ of your budget on recurrent expenditure. In other words, a mess

There is no cost that is too much in taking care of the less priviledged.

If it is rolled out in all states of the federation, it will mean that there is less billions for the politicians to steal.

Fayemi seems forward thinking in this move and he should be given our FULL encouragement to pioneer what no prior politician was kind enough tothink of starting.

Someone has to give hope and provide a safety net to the poor and aged just like it is being done by CIVILISED LEADERS the world over.

I think it is important for the governor to properly enumerate the sources of funding for this scheme, laudable as it is. Failure to do this may cause a reduction in funds that should have gone into capital projects, or worse, may prove to be unsustainable. Gov Fayemi, please take note.

On this one, I think I agree with ekt_bear. It sounds nice on paper but how about funding and continuity? Is it sustainable in the long run? How do you guide against fraudulent people using it as a means to defraud the state? And we all know Ekiti state ain't one of the richest states in Nigeria.

I would be surprised if Welfare can work in a country/state which is not data-rich.

Worse still a country were people are keen, proficient and active in cheating. A country where cheating is a national culture and thing of pride.

More so, a country where the legal system (courts and police) to punish people is weak and close to useless.

To me, it is likely going to be water down the drain. People will find holes to milk it.

Welfare systems are based on data and honesty is a significant enabler.

To put it in short, if I was Governor, I would never attempt such until I was sure we are able to get, retain and maintain a robust data collation system.

It is not a matter of if they can fabricate Ekiti residential addresses. THEY WILL fabricate Ekiti residential addresses and Ekiti has no data systems to verify and check it.

And it is not only elderly people that will fabricate. You will see 40 something year olds doing it. Is it not only a 30% cut for officials that are suppose to check welfare entitlement documents for a 40 something year old to beat the system?

And why not? What is wrong in them doing it? Are we not a nation that celebrates, glorify and reward age cheat adults who beat boys in age-grade competitions and we call them "heroes"?

Worse still, most of the people that are likely to qualify for the schemes, based on the stated aims (the poor), will not have bank accounts (a source of data).

So money will have to be cash in hand to virtually all.

What stops Ekiti officials from creating "ghost elderly recipients" and pocket the money?

Get ready for Ekiti state to soon be listed as the state that has the highest population/proportion of pensioners. A proportion which is vastly inconsistent with national life expectancy and the realistic split of population by age-group in a 5th world poor country like Nigeria.

Of cos u are right. peeps change and Fayemi doesnt have 2 heads either however i will give him that benefit of doubt. I respect NL's views too about the challenges the scheme might face but honestly dont think its impossible to surmount such even in this harsh enviroment of ours.
About continuity, we can never tell. its 50-50 however if it works out well, it will be the beginning of something new to us in this part of the world.

The priority should be increasing the wealth of the people of the state, not distributing wealth.

When you increase the wealth of the state through upskilling and creating a competitive capability, then you distribute wealth to those that did not get some of the action. If you do the latter, you will reduce the fraud cases as wealthy people are unlikely to be engaging in welfare fraud.

Enumeration,truly vulnerable(in my own words) are the keywords that normally should tell an average person that a functional,fit-for-purpose system is being developed.Ekiti will not go bankrupt if its start providing basic medical access and meals to the  truly vulnerable, capital projects wont stop just cos 52000 aged people are been fed by the state government.
People crossing into ekiti  probably would be the simplest abuse to prevent,an Abeokuta man with his egba dialect travelling to Ekiti to claim benefits  grin.
