The committee on security challenges in the North-East, constituted by the presidency to unravel circumstances that may have bred the deadly religious sect called Boko Haram yesterday passed a damning verdict on the federal, states and local governments, saying they are all guilty of the injustice that gave birth to the security menace.

"Governments have failed to deliver justice and bring immediate relief to victims of (Boko Haram) crisis.

"The inability of the federal government to complete useful/crucial projects that have high development impacts has also not been helpful", the committee, headed by Ambassador Usman Gaji Galtimari stated in its report submitted to the Presidency on Monday evening.

Not satisfied the committee declared that the Boko Haram phenomenon arose due to complacency on the part of government which looked the other way while there was heavy influx of illegal aliens across the porous and unmanned borders, adding that curtailing the provocative and inciting preaching by some religious clerics was another area government faltered.

It had in its previous executive summary report recommended that the federal government should consider the option of dialogue and negotiation which should be contingent upon the renunciation of all forms of violence and surrender of arms to be followed by a rehabilitation programme on the side of government.

In its final report, the committee cited the extra-judicial killing of the Boko Haram leader, Mohammed Yusuf and other members by security agents as a major cause of the problem.

Boko Haram and authorities in Nigeria are in a constant battle.

The committee noted in the report it handed over to Vice President Namadi Sambo who received it on behalf of President Goodluck Jonathan that security forces goofed, as it was quite obvious that they were fighting the Islamic extremists with their two hands tide on their backs.

Operational lapses of the security operatives, the committee disclosed, were quite palpable, ranging from services rivalry, under-funding, under-equipment to lack of collaboration.

The report stated: "The committee discovered that there was a general failure of effective and coordinated intelligence gathering and its deployment to forestall events with undesirable consequences.

"In this direction, there is no high-level security network/forum (outside the statutory national security institutions) that will enable an informal meeting between Mr. President and the governors as well as other top-level security stakeholders
