1. It must have a state governor;
2. It must have commissioners;
3. It must have Local Government Areas;
4. It must have have 3 senators in the Senate; etc.

Abuja is a special creation of the Federal Government. It has a special status bestowed upon it by the Constitution. It is a special baby with special features.
