I want to believe fewer tertiary institutions is the real problem facing the citizens.

The government has a running battle with ASUU over a number of issues, most of which will sink a hole in the government purse. So you can say funding the institutions is the real problem of the government.

How can a government with funding problems turn around to operate a loan facility for more learners to add to their already existing funding problem.

It only makes sense if the end game is to cut their funding for the tertiary institutions and channel such funds into the loan facility.

The impending hike becomes a problem, and eventually, makes the effects of the loan 'by force for all and sundry'.
