Your second paragraph shows you still don't understand the military might of developed countries. No developed country will use it's main military for this kind of political wars, it's always mercenaries. Moscow can still create a false flag using same mercenaries to accomplish an unknown mission. All mercenaries are within range of destruction from Moscow, if you don't know.
