it seems it’s the same enforcers who move around various states and they have calendar.

It appears they’re few in number and hence reason why they attack different days. Security checkpoints on borders between each state should be improved.

Also security agencies should be abreast of their sit at home day and ambush them as they enforce it.

police should engage the use of helicopters next time its obvious a particular region or area is under attack.

I didn't know you can comment with sense. It's the same set of few people driving around. It's the duty of government to stop them. Thank you for having some sense
