Institutions by and large are incredibly weak and lack capacity/competence.
Nigerians have not invested their energies in building them.
They prefer to build strong men instead.
So they feel it takes a strong man to catalyze action.
That is why we live in a reactionary society where nothing is ever anticipated.
They are constantly waiting for 'body language'.

Sometimes I wonder how folks in these security services from those areas affected feel when they sit with their colleagues and take orders from their superiors. Must be the biggest morale crusher.
