Right. It's no point moving into residence in a locality where up to 25% of the residents did not welcome you through votes.
The constitution of Nigeria made it very clear that Abuja federal capital territory is governed by the president, who must win 25% of votes of Abuja residents before declared winner.
No excuse of coma or semicolon in the words of the constitution.
It implies that even if a presidential candidate wins in all the 36 states but failed to win 25% of votes of Abuja residents, the presidential candidate is not elected.

We all demand good governance from whoever is in charge but the law of the land - the constitution - has to be adhered to before good governance can be.
Even a law school sophomore can tell you why the framers of that constitution required a presidential candidate to win 25% of votes in Abuja capital territory before declared winner.
It's because the president doubles as governor of Abuja capital territory. Nobody can govern a state he/she is not welcome by the inhabitants of the state.
The northeast and northwest zones you cited are not Abuja the federal capital territory.

But Jagaban is now threatening the judiciary in case they are thinking of removing him from office they may be anarchy.
