Before you can gain admission into any Nigeria University, you must meet the minimum requirements of having a credit in mathematics, English and any other 3 subjects relating to your course of study.

If you like have A+ in every other subjects and fail English and Mathematics or any of the 2, you must repeat SSCE again
Likewise if u have A+ in English and Mathematics and F9 in all other subjects, you will still have to repeat SSCE.

Your logic, common sense or professor brain is not needed to interpret it. It is the law and u must obey it as it is written.

So those using logic and common sense to explain 25% in FCT should continue deceiving themselves

if the writers of the constitution wanted FCT to be treated as other states, there was no need for them to have mentioned it. They would have just said 2/3 in 37states of the federation
