Even as we speak, Nigeria hasn't met it's 2mbpd allocation from opec. We can ramp up production or even allocate an oml dedicated for local use at a below market value. Only cost will be opex cost which will be well covered by the sales of the refined products. The global pricing you're talking about includes profits.

Nope, not same thing. Concession on production of crude oil for local use is not subsidy as no direct cash is injected in order to make it happen. The opex will be recovered from selling the refined products at a normal price for local consumption. They can even take it further by refining for regional consumption where they can make all the profits they want.
