Ironsi killed the Regions with his Unification Decree. The Unitary System Of Government Started under Ironsi.

Whether he created New States or not, the Regions were as weak as this present 36 States.

Gowon was not wrong, he had the power to split any of the Region. Nigeria was operating a Unitary System of Government under him, so he had the Power to do what he did.

There's a process to be taken if any part of a State wants to leave the State. The people that feel they are igbos in Rivers can go through the process. I doubt it will even take up to a year before the areas will be cut from Rivers, Bayelsa, Akwa Ibom and Cross River and ceded to Imo, Abia, Anambra and Ebonyi State.

And I have no issue with such an adjustment.

And by the way, the Minorities were not consulted by the British before they were lumped into the Eastern, Western and Northern Region.
