Generally, illegality is usually how we love to play! Top to bottom we thrive on circumventing anything that builds positively around us, as though we are allergic to neat and organized society!
Those who have allowed these slums are benefitting from the arrangement. Those who allow darkness to prevade are benefitting, those that allow taps to remain dry benefit from it, and so on and that's the majority thought!
