Why not? However equity also demands that if you price at state level, the licencing should also be at state levels. States should have the right to choose companies that can offer their citizens value services at optimum price. So they must be able to auction telco licences too. The decentralisation should be on both the side of the consumer and the provider for a free equitable market. |
