The Nigerian government has introduced a new Social Empowerment Program called Skill Up Nigeria. This new program is an expanded version of N-Power, which was temporarily suspended due to irregularities. The Ministry of Humanitarian Affairs and Poverty Alleviation announced this development, stating that N-Power 3.0 aims to serve Nigerians better. In a statement released by Akindele Egbuwalo from the ministry, it was mentioned that Skill Up Nigeria is the transformed and restructured version of N-Power, targeting five million beneficiaries over five years.

Why the Government Temporarily Suspended N-Power
N-Power was a National Social Investment Program initiated by the previous administration in Nigeria. Former President Muhammadu Buhari launched the scheme in 2016 to address youth unemployment, reduce poverty, and promote social development. N-Power was designed for unemployed graduates and non-graduates between the ages of 18 and 35. The program lasted for two years, during which the government assigned beneficiaries to various government jobs in their respective states and paid them a monthly stipend of 30,000 naira.

According to Betta Edu, the Minister of Humanitarian Affairs, a total of 960,000 people have benefited from N-Power since its inception. Many beneficiaries from N-Power 1.0 and N-Power 2.0 Batch A and B have completed their program cycles. The Ministry of Humanitarian Affairs, which oversees the program, discovered numerous irregularities within the program.

However, Ms. Edu explained that they had to temporarily suspend the N-Power program nationwide to investigate its operations over the past twelve months. “Recently, we discovered that some beneficiaries whose contracts ended in 2022 were still expecting payments from the government. Some beneficiaries did not report to their primary assignment but were still receiving monthly payments. Some had other jobs and had exited the program but were still benefiting from the payments, while those genuinely working were not receiving payment. Findings showed that consultants were holding onto beneficiaries’ money and were not paying them, even though their contracts had ended since March 2023 without any renewal,” the statement said.

The ministry has expressed its commitment to investigating the program and assured all genuine beneficiaries with complaints that their cases will be resolved after the verification exercise.

What to Know About Skill Up Nigeria
Although not much information is available about Skill Up Nigeria, which is N-Power 3.0, the ministry has indicated that this new N-Power level is still under development. The ministry mentioned that it will include new programs in education, health, works, agriculture, technology, fashion, entertainment, and other relevant areas of skill acquisition and employability.

The restructured program will also extend its reach to beneficiaries aged 18 to 40, expanding the previous age limit of 35. The target is five million beneficiaries over five years, with a pace of one million per year under both the graduate and non-graduate streams.
