Rivers state tops.

Say what you want about Wike but he managed Rivers state finances well. He wasn’t involved in white elephant projects.

Lagos and Anambra continues to remain in top 5

Ebonyi state is the the most impressive. Umahi did well.

El Rufai did well for Kaduna too.

Ebonyi state made me proud. The federal allocation for Ebonyi state is equivalent to one local government in Bayelsa state yet Ebonyi state government managed it well.
