The global best practice was to sell the refinery as "it is" rather than expend further funds on it.

But trust Buhari. Always throwing money at a problem.

I see a an Italian firm was contracted to do the job. I won't be surprised if some kickback was involved.

Nigeria is not working but have nothing positive to contribute because it not LP or PDP symphertisers!
See LP and PDP- Symphertisers Role Model o- na Obasanjo- who spent decades in govt( Military and Civilian) together,but couldn't repair - neither the Roads in SW or make the Refineries Functional.
But now we see a President Tinubu- determined to change the narratives,they don't want to go along!
Stay there,the Railways is about to move- if una like,stay put on the rail and watch the outcomes!

To President Tinubu:
1- Ensure your representative move to the Communities and settled with them- against any disputes,for this shouldn't be a clog in the wheel of Nigeria!
2-Spare Parts are and should be available- from the Original providers

Nigeria needs a sane government to arrest the GMD of NNPC and make him return all the salaries paid to workers of moribund refineries that cannot refine even a drop of urine.

because Obasanjo knew the agreement we had with Britain not to refine crude oil.
It's one of our conditions for independence

All this refinery issues happened because one fine day some several decades ago, government decided to sell fuel below the production cost...and all governments since that time, including this one, thought it was a good idea.

Niger Republic had corrupt governments. Their last corrupt government got overthrown. Ghana has had bad governments for years...they even got protests self. And yet they have working refinereis because they pay for fuel at the price the market sets.

But in Nigeria, we chose to pretend fuel is cheap, like our Venezuelan brothers. And like them, we have dereliect refinereis, scarcity, and issues galore.

But no, we want N40 fuel.

The British never signed an agreement not to refine fuel, otherwise, the Warri and Port Harcourt refinery would not have been there by 1965. And anyway, the refineries ran down in the 1990's, by which time Zik was out of power (and almost on his way off this earth,)..Awo and Balewa were long dead.

Nigeria's refineries are bad because in 1973, in order to let the poor breathe, Jack Gowon decided to start setting the price of fuel...which overtime morphed into the government setting prices of fuel, diesel, and kerosene below the production cost, and paying a subsidy which did not cover the cost.

Result...we lost our refineries.

EVERY time government wanted to remove subsidy...right from IBB's time, you guys said NO. So, the mess and corruption continued, the subsidy continued, and here we are.

Meanwhile, we have working GSM and internet, the markets have food in them, because at the end...GOVERNMENT IS NOT SETTING THEIR PRICE. MTN can set its price, as can all the others, and even the ISP's.

Niger, Ghana, and many other African countries have working refineries because the government IS NOT SETTING THE PRICE OF PRODUCT OR DOING SUBSIDY.

From what I gathered from reading this article, the possibility of PH refinery working in December is 95%. At least for that possibility after many years of redundancy I am happy.
