The government can be creative by attracting the entertainment industry into the stadium.
It can host various events and especially international ones. In that way revenue will keep coming and eventually creates jobs for the people.

1.Who will use It
2.Who will pay for its maintenance
3. Is it financially self sufficient
4. Is it easily accessible or far away .

Anyways, they can always build a new one...same way they will build a new airport in the next 200 yrs when the State becomes viable enough to have an airport, and by then their current airport turned warehouse will be out dated

You can't build a football club without stadium already available because the team would need one to train and subsequently play matches. Unless you meant an amateur team and in that case, that's the work of the lower tier of government.

BUT what's with all these INTERNATIONAL tags on everything as if that's a validation of its standard quality and unique infrastructures. Even major stadiums around the world don't use the tag.
