The Federal Government is working towards the re-establishment of a National Shipping Line through a strategic Public Private Partnership arrangement, the Minister of Marine and Blue Economy, Gboyega Oyetola has said.

The minister also noted that the government has created a roadmap towards a sustainable blue economy.

Speaking in Lagos on Tuesday at a stakeholders’ roundtable engagement on advancing sustainable development in Nigeria’s marine and blue economy, Oyetola explained that the roadmap will advance the industry’s potential, promote sustainable blue economy investments, and ensure global competitiveness within the sector.

He said, “Our Ministry has also moved a step further by putting up this Roundtable so that we can harvest ideas that would form part of our roadmap and policy direction. This is why today we will be looking at such areas as Strengthening Blue Governance; Transforming Port Operations; Enhancing Port Infrastructure; and Promoting Blue Economy Investments.

“This roadmap is designed in such a way as to enable our Ministry to fulfil its mission of formulating and implementing policies, programmes and initiatives that will facilitate the development of an inclusive Marine and Blue Economy Ecosystem, driven by an operating environment that meets global best standards as well as fulfil its vision of positioning Nigeria as a premier Maritime Nation by utilising the potential of its blue economy to diversify revenue, assure sustainable development and cultivate environmental stewardship.


“At this juncture, you will all agree with me that it is no longer business as usual, as there is an urgent need for a collaborative effort to brainstorm and devise strategies to leverage our marine resources for the betterment of the economy and safety of our planet. We must come up with practicable ways of ensuring that our Inland Rivers, Lakes and Waterways are well-utilised for cargo shipment and passenger transportation.

“I believe we can transform this sector through the innovative Public-Private Partnership models that the ministry has embraced. This model, a collaborative synergy between the private sector’s efficiency and the public sector’s oversight, is set to bring about a transformative impact on the marine and blue economy. Anticipated outcomes include the creation of substantial job opportunities and the facilitation of increased trade and investment in the nation, reinforcing our collaborative and forward-looking approach.


“Before I conclude, let me add that the ministry’s decision to consider the re-establishment of a National Shipping Line, through a strategic PPP arrangement, is borne out of our desire to capture a substantial share of the estimated $10 billion annual ship charter market within the country.

“Let me hasten to say that this initiative will not seek to impede the growth of local players but rather provide an avenue for them to create and extract more value from the sector, especially through ship construction, maintenance, and repairs. This would enable our local businesses to better leverage the Carbotage Act, which gives Nigerians the exclusive right to control locally generated seaborne trade.”

My thoughts exactly. We should not let civil servants and corrupt public officials fully run it till they run it aground again. Once it is done by PPP, the business entity managing the shipping line should be listed on the Nigerian stock exchange and managed efficiently like NAHCO,SAHCO etc. to create more wealth for Nigerians.

Great job by HE Oyetola. May God grant you more successes. Only the naysayers, criminal defamers, cowardly insecured narcissists, cyberbullies and unpatriotic elements will neither see nor benefit from these major positive results of your policies in our nation.

That's a very wise thing to do. There's a need to grab a part of the 10 billion USD annual ship charter market in Nigeria.

I remember the NNSL in the early 1980s had a lot of ocean-going charter ships but the Military governments from the IBB era of the late 1980s gradually destroyed the fortunes of the former NNSL and Nigeria Airways with their bad policies.

This is more like a pipe dream that will end in tears.

The national shipping line was a failure from the start. It was established in 1959 by the Nigerian government with the help of two British companies I think, but soon became a wholly owned state enterprise. It never made any profit, despite heavy investment and subsidies. All thanks to corruption, mismanagement, inefficiency, and competition from foreign lines. Not until it was liquidated in 1995 and all its 21 vessels were sold.

Plus, the shipping industry has changed a lot since then. It's now dominated by global players with huge economies of scale, advanced technology, and lower costs. Nigeria can't compete with them, especially with its poor infrastructure, security, and governance. Nigeria has lost its market share and relevance in the international shipping scene.

Personally, I think the PPP arrangement is a sham. The Nigeria FG is trying to lure private investors with false promises of a lucrative market and a supportive environment. But the reality is that they have no clear vision, strategy, or policy for the shipping sector. It has failed to implement the Cabotage Act, which was supposed to protect and promote local shipping operators. It has also failed to provide adequate port facilities, security, and regulation. The private sector will end up bearing all the risks and costs, while the Nigeria FG will reap all the benefits and interfere with the operations.

Talking about the blue economy. This is a buzzword. They are using it to justify their plan to revive the national shipping line, but they have no clue what it means or how to achieve it. The blue economy is supposed to be about harnessing the potential of the marine resources for sustainable development and environmental stewardship. But the Nigeria FG has done nothing to protect or manage the marine environment, which is facing serious threats. They have done nothing to diversify or develop the marine sector, which is still dependent on oil and gas exports.

How's this going to work then?

Have you met with importers and exporters? Did they tell you lack of a shipping line is their priority? Or you just assumed

Things local businesses complained about you haven't looked at them

1) make all ports equal where you can import and export anything from any port.... There is no reason pharmaceutical and chemicals must come through apapa

So if I build my pharmaceutical company in port Harcourt I must use apapa to import raw materials I can't use onne in the same city

2) cost of export... According to AFDB PRESIDENT it cost $35k to export 100 tons from Nigeria and $4000 to export same from Ghana

Those PPP is still an extension of the government in power so don’t be hopeful Nigeria is running a circle of corruption trust them at your own peril
