This compensation must be a percentage of federal monthly allocation due to each SouthEast state which would be deducted from their monthly allocations and payable to the Governors of SW and North. It is a basic economic theory that whoever transfer a burden must pay. If what you said is true, then why is Osun state not collecting more allocation than Abia?. For all i know, population census asks for state of origin which seperates indigenes from migrants.

Why is Alamosho collecting the highest revenue allocation for Local Government Areas in Nigeria despite contributing nothing to Federal Allocation? The answer is the population of Eastrrners.
