The nursing schools listed in this thread are entirely tuition-free for international students. However, note that some schools may require some form of commitment from their students. Here's the list:

University of Oslo
Location: Oslo, Norway

The University of Oslo offers a zero tuition fee to its students but expects these students to pay a semester fee. In addition, students must take responsibility for their other financial expenses.

College of the Ozarks
Location: Missouri, USA

The College of the Ozarks is a Christian liberal arts college offering students free tuition education. The students are expected to work at least 15 hours on campus weekly. Credits acquired from this work programme are added to federal/state aid, including the school’s cost of education scholarship for students cost of education.

City University of Applied Sciences
Location: Bremen, Germany.

The Hochschule Bremen City University of Applied Sciences (HSB) offers tuition-free nursing programs for its students. However, international students must have a German (block) bank account.

Faculty of Health and Sport Sciences – University of Agder
Location: Kristiansand, Norway.

The University of Agder is a public school with a “no tuition fee” policy, but International students must pay semester fees of about NOK800.

Berea College

Department of Health Studies – University of Stavanger
Location: Stavanger, Norway.

The state University of Stavanger offers nursing students a tuition-free programme, but you must pay other fees, including the semester fees. Also, it supports students with scholarships like the Erasmus Mundus in Social Work with Families and Children.
