Cor blimey, you're a bit dim, aren't you? The US doesn't just storm into other countries and set up bases without their permission. They have pacts and deals with the host nations that let them use their facilities for mutual gain and safety.

The US bases are not there to menace or assault anyone, but to ward off hostility and boost stability in the regions. They also provide humanitarian help, training to the local forces and communities.

The US has bases near Russia and China, by the way. They have bases in Japan, South Korea, Germany, Poland, Romania, Turkey, Qatar, Bahrain, and many other countries that are close to or bordering the potential foes. They've never for once whacked those countries or anything. The people they attack are terrorist backed by Iran who attack US bases.

These bases are not meant to rile up or scare, but to comfort and support the allies and partners of the US. They also serve as a cushion and a reaction mechanism in case of a crisis or a conflict.
