The very first African Nations Cup took place in Nigeria in 1998. There have been 12 of them and Nigeria has won 9 (Equatorial Guinea won 2 and South Africa won 1).

That's what the BBC is counting.

However, before the first ever Nations Cup, there were 2 rounds of qualifying for the World Cup in 1991 and 1995. The winner of those home and away qualifying series was proclaimed as African champion.
