These are very unsatisfying answers since they only lead to more questions of the same vein, like how many animals and aliens are doing so well they are getting 'promoted' (a thoroughly human centric view of the universe btw).

With about thousands scattered around, across Jeju island, Japan and other Asian countries where Buddhism have foothold, it is believed that these stone images are souls, that lived and most likely going to be reborn either as human or animal or whatever. So the issue of rebirth is not necessarily limited to living beings.
