A report by Economic Confidential, a subsidiary of PR Nigeria, has declared seven states, including Lagos, Ogun, Rivers, Kaduna, Kwara, Oyo and Edo as the most viable states in Nigeria for 2022.

The Assistant Editor of Economic Confidential, Zekeri Idakwo, disclosed this at a press briefing and presentation of the 2022 Annual States Viability Index Report in Abuja on Monday.

He said the report was compiled from figures released by the Nigerian Bureau of Statistics, and the Federal Account Allocation Committee.

Idakwo said, “The IGR of the 36 states of the federation totalled N1.8trn in 2022, which was above that of 2021, which was N1.76trn.


The report further indicates that the IGR of Lagos State of N651bn is higher than that of 30 other states put together whose Internally Generated Revenues are extremely low and poor, compared to their allocations from the Federation Account.

“A total Internally Generated Revenue of N1.5trn from the seven most viable states in 2022, was almost twice the total IGR of 29 states together that merely generated about N650bn.”
A breakdown of the report showed that while Lagos received N370bn from FAAC, the state generated N651bn; Ogun received N113bn and generated N120.5bn; Rivers received N363.4bn and generated N172bn; Kaduna received N155bn in federal allocation, and generated N58bn; Kwara received N99bn and generated N35.7bn; Oyo received N181bn and generated N62bn; and Edo received N147bn in federal allocation, and generated N47.4bn.



Six states however, including Bayelsa, Akwa Ibom and Katsina states, failed to generate up to 10% of the total allocations received from the Federal Government for 2022 and were declared insolvent states.

The six states that may not survive without the Federation Account due to their extremely poor internal revenue generation of less than 10% compared to their federal allocations are Bayelsa, Katsina and Akwa Ibom, the home states of former Presidents Goodluck Jonathan, Muhammadu Buhari, and the current Senate President Godswill Akpabio respectively. Others are Taraba, Yobe and Kebbi States,” the report added.

Bayelsa was bottom of the list, having received N273bn and generating only N15.9bn, representing 5.81% of the allocations; Kebbi received N119bn and generated N9bn (7.67%); Katsina received N165bn and generated N13bn (7.90%); Akwa Ibom received N360bn and generated N34.8bn (9.66%); Taraba received N103bn and generated N10.2bn (9.91%); while Yobe received N105bn and generated N10.4bn (9.91%).


Idakwo stated that the states’ IGR could be improved “through aggressive diversification of the economy to productive sectors, rather than relying on the monthly Federation Account revenues that largely come from the oil sector”.

He added that the states may not be able to stay afloat outside the monthly allocations, noting that some of the states were unable to attract investments due to socio-political and economic crises including insurgency, kidnapping, armed banditry and herdsmen-farmers clashes.

Nigerians should shun tribalism if it wants to grow higher!

It is worthy to note that Tinubu supporters are the problem here on nairaland, to them you dare not criticise Tinubu because he is a yolluba man but they forgot how they disgraced and dragged innocent Jonathan to the mud despite how the country was prospering gloriously under GEJ.

All Nigerians are asking Tinubu is for him to take Nigeria back to how he met it during GEJ era abeg! Take the country back to the days of PDP corruption. It is far better than this Tinubu tribulations! May God have mercy on yolluba people come 2024 because the suffering just began

Look at the poorest states in IGR and see that they were all 'advantaged' states relying on some free money from somewhere. For example, Buhari's home state was then relying on having free hand-out from the President or his asslickers like Rotimi Amaechi. Bayelsa and Ákwá Ibom were relying on 13% derivation from FAAC. Crude is a curse to Nigeria.

The original post is pure typical and idiotic Nigerian analysis. Unlike Lagos, most states are not city on Nigerian steroid. Most states in Nigeria did not benefit from being capital of Nigeria.

Stupid report. The so called revenue federal government is sharing is from crude explored in Bayelsa and akwaibom states sold in International markets largely . It's like brain dead people in Federal government these days. Why not start resource control and we still see if those states will not be one of the wealthiest. Idiots.

you will not see them because this report is based on a misleading development index called IGR. But the GDP of the states are totally different.

Most states you see posting high IGR' figures such as Lagos, Ogun etc heavily inflated their IGR figures in order to be able to attract loans. This is why the budget figures of endemic borrower states are lower than non borrower states in proportion to their respective IGR figures.

A salary earner needs to prove he earns enough for a loan. This also apply to states, except they control IGR figures. This explains why Ogun and oyo claim they earn high revenue but can't execute projects without borrowing while a state like Anambra is very bouyant with modest IGR.

To understand IGR figures, check the list of indebted states.
To understand true economic standing of states, check their GDP. Your politicians are decieving you.

What is Ogun State achieving with all this IGR they're generating? I'm surprised Kano did not make the list of economically viable states, I thought they were Lagos of the north.

Lol,the way this people praise their glorious slum shows how bad Nigeria is...Lagos glory is population based and it has long been the commercial hub of Nigeria,its supposed to be the best cosmopolitan city in Africa.

This is not absolute in the sense that some state can generate far more than what they currently generate if left alone. Their dependent on FG allocation is so much that they don't want to look inwards. For example, you can't match the level of tax in Lagos with Bayelsa, many small and big businesses operates in Bayelsa without paying taxes to government

Although I'm sure everyone has said something about the sudden disappearance of my beloved Nairaland for almost 4 days,I hope my comment doesn't come too late.
I feel for Seun Osewa,how do u balance free speech in the World,how do you know when a statement has crossed the line.
Seun will be doing himself a disservice if he doesn't tell members of the forum the comments that were posted that resulted in his website being pulled down.
I can see the moniker called CoronaVirus has stopped his regular F**k Israel comment,I'm guessing his abuse was one of those which irked his host.
Back to the matter,I see some very ridiculous comment about the revenue being generated by Some states especially in the South.
I daresay It's an abnormally that a state like Edo can generate more revenue than Akwa Ibom and Bayelsa which receive Almost double its allocation.
For the Northern States I daresay they need to Do more,Kwara shouldn't be out-performing states like Sokoto and Kano in terms of the % of Revenue to their Allocation.
I read somewhere that Abuja generated a monstrous amount of over 200 billion this calendar year,a state like Nassarrawa should also benefit because of its proximity to Abuja.
But I end with this prophecy,Lagos and Ogun will soon double their revenue with the Coming on board of the Dangote Refinery.
I play with some figures to excite any eagle eyed investor,Dangote Refinery got 2 million barrels of Crude in the last 2 weeks,at the market cost of the crude oil,that's 140million $ worth of products.
In Naira terms ,that's around 140 billion worth of products being pumped into the Refinery,by the time the crude is refined,the by products alone will be close to 500-600 billion worth of products,Massive figures for just 2 weeks of crude oil.
I keep repeating,Nigeria is on the precipe of greatness of industrial revolution and it will be lead by Lagos and Ogun state.
Anyone who still hasn't purchased a land near that axis will definitely miss out on the knock effects that is about to happen.
Check my signature if you desire a land around the Refinery.
