Nigeria has weak institutions. The police is just one of the many organisations that are morally bankrupt.

And the leaders like it this way because it allows them to exploit and subjugate the people.

If you think the police is bad, go to the airports. The corruption there is on another level.

Early this year, I was forced to pay a bribe of $100 because the airport officials refused me boarding my flight to Seychelles.

It's systemic.
Even the PSC is corrupt but they're against careless corruption. The FG, Senate, Judiciary are all corrupt.
The Army, Navy, DSS are all endemically corrupt.
NFF is eternally corrupt.
Religious bodies are sanctimoniously corrupt.
The Universities & Hospitals are nothing to talk about

So it's Familial and Systemic.
It will need Genetic mapping & tracing to correct such
