US Secretary of State Anthony Blinken arrived in Israel at the same time as the State of Israel began studying Hamas’ response to a truce proposal that includes the Palestinian movement’s release of hostages it holds in Gaza, as the war in the Strip enters its fifth month. Blinken began his new Middle Eastern tour from Saudi Arabia, where he arrived before moving from there to Egypt, then Qatar, and then to the State of Israel, where he will meet senior Israeli officials. Blinken's arrival coincides with Israel beginning to study a new proposal for calm, as the bombing continues on various areas in the Gaza Strip, where the Hamas government's Ministry of Health announced 107 deaths within 24 hours.

The Israeli bombing particularly targeted the Rafah and Khan Yunis areas in the southern Gaza Strip. Qatari Prime Minister Mohammed bin Abdulrahman Al Thani announced during a joint press conference with Blinken in the capital, Doha, “that he had received a response from the Hamas movement regarding the framework agreement, which includes observations, and it is generally positive.” Al Thani said he was "optimistic" but refused to discuss Hamas' response in detail due to the "sensitive circumstances." For his part, Blinken, who is on his fifth tour in the Middle East, said that he would discuss the proposal in Israel.

Later, Israeli Prime Minister Benjamin Netanyahu's office announced that the Mossad intelligence service was studying Hamas' response to the truce proposal. Netanyahu's office said in a statement, "The Qatari mediator informed Mossad of Hamas' response. The officials involved in the negotiations are carefully evaluating the details of (this response)." For its part, Hamas announced that it had delivered its response regarding the truce proposal to both Egypt and Qatar. The movement noted that it dealt "with the proposal in a positive spirit, ensuring a comprehensive and complete ceasefire, ending the aggression against our people, ensuring relief, shelter, and reconstruction, lifting the siege on the Gaza Strip, and completing a prisoner exchange."

The Hamas attack on Israel resulted in the killing of more than 1,160 people, most of them civilians, according to a tally prepared by Agence France-Presse based on official figures. Also, about 250 hostages were taken into account in the attack, and Israel says that 132 of them are still in Gaza, and at least 29 of them are believed to have been killed, according to figures issued by the Israeli Prime Minister’s Office. Last week, a source in the movement reported that the proposal includes three stages. In the first stage, it stipulates a truce extending for six weeks, during which Israel will release between 200 and 300 Palestinian prisoners, in exchange for the release of 35 to 40 hostages held in Gaza, provided that it is possible to enter... Between 200 and 300 aid trucks arrive daily in Gaza.

The proposal crystallized at the end of January in Paris, where Qatari, Egyptian and American mediators met. Israel responded to the October 7 attack with a concentrated bombing campaign followed by a massive ground attack in the Gaza Strip, killing 27,585 people, the majority of whom were women and children, according to the latest tally of the Hamas Ministry of Health. Hamas has ruled Gaza since 2007, although the European Union and the United States classify it as a terrorist organization. A first truce that lasted a week at the end of November allowed for the entry of aid into the Gaza Strip and the release of 105 hostages in exchange for the release of Palestinian detainees. Blinken's tour includes a stop in the occupied West Bank, where the headquarters of the Palestinian Authority headed by Mahmoud Abbas.

In Doha, Blinken said, “There is still a lot of work to be done. But we still believe that the agreement is indeed possible and necessary, and we will continue to work tirelessly to achieve it.” He considered that the proposal opens the horizon for a "long-term truce" and for the "release of hostages and an increase in aid" to Gaza, which is facing a "catastrophic" humanitarian crisis, according to the United Nations. He stressed that this matter "will be beneficial to everyone." However, Hamas is demanding a ceasefire and not a new truce, while Israel stresses that it will not permanently stop its war on Gaza until it “eliminates” Hamas, frees all the hostages, and receives guarantees regarding security in its territory.
