Not necessarily, but to some extent- cos it enables them to be able to sanction any country (no matter how powerful you are). Explains the reason a lot of countries are yearning to de-dollarize their economy. But this is a tall order cos the US dollar ia and will still most probably be the most acceptable legal tender in the world.
