The extremist Israeli Minister of National Security, Itamar Ben Gvir, said that the prison authorities transferred the Palestinian prisoner and Fatah leader Marwan Barghouti from Ofer Prison to isolation following information about a planned intifada. Ben Gvir added in a blog post on the “X” platform: “The days when vandals run prisons are over.” He stated in the blog post: “I am happy that the Israeli security apparatus is implementing my very clear policy towards terrorists in prisons.” A report published by the Israeli Channel 13 stated that the Israeli prison administration took measures against the prominent leader of the prisoner Fatah movement, Marwan Barghouti, claiming that he was working to push towards an escalation of operations to resist the occupation in the West Bank.

According to the channel, the prison administration transferred Barghouti from Ofer prison to another prison, where he is being held in solitary confinement, after receiving information that Barghouti was pushing for escalation in the West Bank. The report claimed that the information that reached the Tel Aviv authorities was that “Barghouti is working through several channels to stir up the situation in the West Bank in an attempt to explode a third intifada against the backdrop of the continuing war in the Gaza Strip.”

The report indicated that this comes in light of Israeli fears of a possible security escalation in the West Bank during the month of Ramadan, and security officials believe that Hamas is trying to push for a security escalation in the West Bank, Jerusalem, and the 48 regions. Security officials consider that "the month of Ramadan, as a unified and important occasion for all Muslims, may constitute a first and real opportunity for Hamas to succeed in this if we do not act in a professional and wise manner." In December 2023, Palestinian human rights bodies said that the Israeli authorities transferred leader Marwan Barghouti from Ofer prison, west of Ramallah, and isolated him about a week ago, with Tel Aviv refusing to disclose his whereabouts. The Palestinian Authority for Prisoners' and Ex-Prisoners' Affairs and the Palestinian Prisoners' Club said, in a statement issued last December 17, that they hold the Israeli Prisons Administration fully responsible for Barghouti's life.

On the other hand, Israeli Prime Minister Benjamin Netanyahu said that the Hamas movement did not present a new offer regarding the hostage agreement in Gaza during the talks that took place in Cairo, and that Israel will not agree to its current demands. A statement issued by Netanyahu's office said, "Israel has not received any new proposal from Hamas to release our hostages." He added, “Israel will not surrender to Hamas’ strange demands.”

“Only changing Hamas’ positions will make it possible to move forward with the negotiations.” In a related context, the Israeli Broadcasting Corporation reported that Netanyahu decided not to respond to the Egyptian mediator’s request to return the negotiating delegation to Cairo. The commission indicated, quoting the Walla news website, that the main stumbling block is the number of Palestinian prisoners who will be released for every detainee in the Gaza Strip. Yesterday, Cairo hosted quadripartite discussions between Egypt, the United States, Qatar, and Israel, which an Egyptian source told Cairo News TV witnessed a “positive” atmosphere and will continue.

However, the Israeli newspaper “Haaretz” reported yesterday that the Quartet meeting in Cairo had ended, and that the head of the Israeli intelligence service (Mossad), David Barnea, had left the Egyptian capital. The newspaper reported that Israel did not provide its official response to a proposal submitted by the Hamas movement regarding the exchange of prisoners, noting that the Israeli delegation went to the Cairo meeting “to listen” only. Hossam Badran, a member of the Hamas political bureau, said that it was “too early” to talk about the details of what happened in the Cairo negotiations, according to Palestinian media.
