I wanted to agree with you initially, but hey, this is Nigeria.

Utility bill is not something you change every three months interval, someone might have open bank account 10 years ago without updating his/her address to the current address (old utility with old address might be on the account)

For phone number and email , it might not exist on the said account.

For sms alert, I know quite number of people that instructed their bank not send sms notification, for whatever reasons.



1, I agree the customer may have changed location so the utility bill may not useful, True.
2, You can't open an account without a phone number connecting to the account, whether you chose to decline alert or not, You must provide a phone number,

His phone number or his next of kin details should be able to be used to contact him in 24 hours
