This is why it is good to have local alternatives to almost everything if not everything. We have like four or more data centre service providers here in nigeria some of which are Rack Centre, Africa Data Centres, MainOne and even MTN. If more of our internet services and websites/web applications are hosted in these data centres issues like this (caused by subsea fibre cuts) would be greatly minimised since the local (fibre and microwave) network would still be fine. In a case like this local bank transactions would work except for transactions involving multiple countries. And locally hosted websites would be mostly fully accessible depending on the complexity of the situation.
