Ministries have experts to handle the operations. The minister only ensures that the political agenda of the government is implemented and co-ordinated. He provides leadership, not necessarily the subject expertise. Anybody with political and leadership acumen can be posted to be minister of any ministry.

Eyitayo Lambo, an economist, was only non-medical health minister and was in OBJ's second tenure. He launched NHIS. No health minister had managed to do so for decades. Despite promises. His work at WHO, despite being non-medic was vital though.

The problem of corruption in Nigeria is that it is already part of the fabric of the nation. Even if the President is corrupt free, he cannot control what the Legislative Branch will do...and they work at the pleasure of the Govs and dole out the funds.
