Those Nigerians often called terrorists are from the Nigerian groups who don't like the political system or structure of Nigera, and revolt against the system
through asking for a different religious or secular country from Nigeria. Boko Haram is fighting for a religious country to be governed with Sharia criminal laws. Secessionist groups in the south are struggling for secular countries from Nigeria before the sharia group imposes its religious doctrine upon all in one Nigeria.
Soldiers get paid more than their peers to protect the political status quo for the interest of one particular ethnic group in Nigeria. When the political and religious leaders of the far north states adopted unconstitutional Islamic sharia criminal justice system in a multi religious society in 1999, did they expect there will ever be peace again in Nigeria?

If you noticed only the southwest is pushing for state policing.

Other region aint because their source of livelihood will be cut short. They use bandits, terrorist, ipob, militants and kidnappers to make money.

State policing could checkmate these and the state will fully be in charge of their resources.
