Well, when there is an existing tension between parties,it's completely different from when situation is calm.
For example if Cameroon,Rep.of Benin,or Niger accidently fires a missile that lands in Nigeria and causes fatalities,and these countries claims it's an accident,shows remorse by releasing a statement, probably send some high government delegation,agrees to pay compensation,punish the culprits and so on,it's most likely to be accepted and everybody moves on.
It is very different scenario from when Eritrea lands a missile in Ethiopia, south Sudan landing a missile on Sudan or Pakistan landing a missile on India.
For this second instances not to degenerate into a war,it will take a lot more.

Let's critically analyze it: Who is supplying Houties and Hezbollah with weapons and money? Who supplies Hamas with weapons and money? Iran of course.

If they didn't have so much open hate for the Jews, they should have negotiated a better condition for Hammas, since they wield a strong power over the Muslims in the Middle East, rather, they openly speak of how the Jews should be exterminated, and they supply Israeli neighbors with weapons to decimate Israel.

These are ripple effects of war; think the Biafra war, Vietnam war, and Ukraine war--there are casualties for both fighters and civilians. All these wouldn't have been possible if Iran negotiated things from the beginning.
