Prior to the invasion, Russia had about 1.15 million active duty military personnel with about 2 million reserves. Infact, by sheer military size, Russia is among the top 5 countries with the largest number of soldiers.

Ukraine on the hand had about 250,000 soldiers and about 250k reservists.

Now, between these two countries, which of them is more likely to call for mobilization? A country with about 200k soldiers is fighting off an invasion from a country with about 1.15 million soldiers and your brain didn't tell you that the country with the lower number of soldiers will likely need its reservists earlier and conscript it's citizens to join the army than the country with the higher number of soldiers.
