To the best of my knowledge, Lagos is not the only state in the SW. Why is the template not work in other states (Osun, Ondo, Ekiti, Ogun) Tunubu has major influence on before now.

Lagos was built by Federal government when it was Federal Capital just like how they are building FCT now but Rivers state is being build by Rivers.
