He can't be arrested..... The army are engaged to a maximum.... Police force are not enough to assign for a project since they have civil duty.... Civil defense are not trained enough.... This is the only viable option... Also something you must know is that such relationship must have been established by parties that have influence over the bandits..... Security of govt TENURE is like more important to government than security of the masses in Nigeria.
