This is not like the total amount the ex governors borrowed and left to be paid by the new governor. This is the total amount the states are owing since they're created and these debts are passed from one administration to the other.
The reporter of this should have known better and put the news in the right perspective which is reporting the news as the debt status of some states, not misleading the public in this manner.
