Where are you getting this your information from? OPEC members can't sell at a discount without carrying the rest of OPEC members along. OPEC members have a uniform price. You can't just wake up and sell below or above the market price.

Angola left OPEC because they want to sell at any price they want. Russia is not part of OPEC so they can sell above or below OPEC market price
