Why would the efcc arrest someone of spraying money? Is it the spraying of the money or stepping on the money?

Spraying/throwing Naira notes on the floor, squeezing, writing on them etc all amount to abusing the Naira.
It's a crime.
These acts mutilate & shorten the lifespan of the notes as well as very disrespectful to the National Currency.

It makes the currency wear out faster, and then at the end of the day, the currency has a shorter lifespan, and thus has to be replaced, which costs scarce forex, whether we do it at home or oversease.
