Something similar happens in many big cities like hong Kong, new York, etc.

Hong Kong is even very extreme self.

Nigeria, and this includes your home region, has a housing shortage. It seems like Lagos has the bulk of the problem because the media is centered there. But check any city in your home state and there are people like that.

They should look for the agents and the landlord/landlady who lease and constructed the rooms under the bridge...

Evicting the occupants are not the solutions... After some months they will still deceived others to come and pay rent there again.

First check the cost of rent of a room selfcon at dolphin estate before you talk. Some of those guys are well to do when place side by side with some guys in other areas. In fact the main guys may have gone to their various places of work when the raid took place.
One thing I have learnt about Lagos.......Never say it is impossible when it comes to issues concerning Lagos everything is possible in Lagos.
